Produced Water Management - State Regulations
State Regulations: Missouri
The Missouri Department of Natural Resources (DNR) Division of Geology and Land Survey administers the oil and natural gas laws and implements the state's underground injection control program as authorized under the Federal Safe Drinking Water Act (Geological Survey Program). The Missouri Oil and Gas Council is composed of the director (or his or her appointee) of the following agencies: the Division of Geology and Land Survey, the Division of Business Development and Trade, the Public Service Commission, the Clean Water Commission, and the University of Missouri. Two other public members with knowledge of the oil and gas industry are appointed to the Council by the Governor with the advice and consent of the Senate.

Produced Water Management Practices and Applicable Regulations
Missouri 's rules and regulations have been codified in the Code of State Regulations (CSR).
- The Missouri Oil and Gas Council has published in CSR, Title 10 (Department of Natural Resources), Division 50 (Oil and Gas Council) the rules and regulations that apply to oil and gas drilling and producing operations to foster and promote orderly and economic development, production, and use of natural resources of oil and gas.
- Before produced fluid may be disposed of by injection into subsurface strata, pertinent data concerning details of the proposed operation, forms OGC-3-I, OGC-4-I, and OGC-11, and any other information required shall be submitted to and approved by the state geologist before injection may begin.
- Fluid Injection Projects (10 CSR 50-2.100):
- Fluid injection projects may be approved as units within themselves. Unit approval may be requested by submitting to the state geologist a project report specifying all pertinent details of the proposed project.
- Fluid injection projects shall be governed by well-spacing and lease-line requirements (see 10 CSR 50-2.070).
- Monthly reports (see 10 CSR 50-2.080) shall be submitted. Additional monthly operating reports may be requested in the future by written order of the council.
- Cavern Disposal:
- Missouri hosts no significant salt deposits. However, at one time, limestone caverns were evaluated for the storage of oil waste. The concept was rejected because good hydrologic evidence suggested that the oil waste would not remain in the cavern.
- The Clean Water Commission, which is authorized to issue permits for wastewater discharges by the Missouri Clean Water Law, has promulgated rules and regulations in CSR Title 10 (Department of Natural Resources), Division 20 (Clean Water Commission). The rules and regulations implement a permit program with effluent limitations in conformance with the federal program.
