Database of State Regulations Affecting Disposal and Utilization of Coal Combustion By-Products

A Summary Provided by the National Energy Technology Laboratory and the American Coal Ash Association

Coal Combustion By-Products (CCBs) are generated when coal is used to generate electricity and power industrial processes. Tens of millions of tons of these materials are produced each year. Many uses of these byproducts are possible, but currently most of them wind up in landfills.

Previous work at the National Energy Technology Laboratory (NETL) identified regulatory issues as one factor preventing more widespread reuse of CCBs. CCBs are generally regulated by state authorities, and the various states have developed widely differing rules. This web site was developed as one way to help CCB generators, users, and regulators share information across state boundaries.

This site contains summary information on current regulations in each state, drawn from the American Coal Ash Association's biannual report "State Solid Waste Regulations Governing the Use of Coal Combustion Byproducts." In addition, contact information for individuals with regulatory responsibility in each state is provided. Regulations and personnel are subject to change, however.  Information in this site is for informational purposes only and may not include the most recent regulations or all individuals involved in permitting a given site or use;  CCB generators and users are encouraged to work with their state authorities.
