Cynthia G. Yee

Cynthia Yee is the Director of Acquisition Career Development Program for the Department of Energy. She designed, implemented and manages Phases I, II and III of the Department?s acquisition career development program.  Phase I of the program provided a training and certification program, ensuring that participants share a common body of knowledge in the contracting function.  Phase II focuses on providing educational and experiential opportunities intended to develop the next generation of managers and leaders for the Department?s acquisition community through rotational assignments with the private sector, as well as rotational assignments within and between agencies.  Phase III of the program provides for rotations with global companies in foreign countries.  She speaks frequently at a variety of industry and government conferences, and provides consultant services to other agencies in organization development.

Mrs. Yee has worked at the Department of Energy since 1989 in a variety of contracting activities.  She remains the suspension and debarment expert, providing advice and recommendations to the Debarring/Suspending Official. 

Mrs. Yee has held a variety of contracting positions in the Federal Government.  She served as contract negotiator for major weapons systems at the Naval Air Systems Command and contract specialist for major construction projects for the Naval Facilities Engineering Command, both within the United States and at the US Naval Base in Guantanamo Bay, Cuba.  Mrs. Yee also worked briefly at the Naval Observatory in Washington, DC, as the Chief of the Supply Branch.  In that capacity, she supervised and directed the purchasing and receiving staff in support of the Vice President's Residence and the Observatory scientific community.

She is certified to administer a number of assessment tools, including Conflict Dynamics Profile and Benchmarks, a 360 multi-rater assessment.  She was graduated from American University with a Masters in Public Administration in May 2002.
