James G. Powers

Mr. Powers is the Director for the Office of Program Analysis and Evaluation, a position he has held since November of 2001.  Mr. Powers began his civil service career in 1972, with the Air Force as a Logistics Management Specialist, under the Civil Service Management Intern Program.  During his tenure with the Air Force, he held various positions at the Field (McClellan Air Logistics Center), Command (Air Force Logistics Command), and Headquarters (Air Force Office of Personnel Operations).

Mr. Powers joined the Department of Energy (DOE) in 1978, with the majority of his time served on the immediate staff of the Undersecretary of Energy.  In 1982, he accepted a position with a private firm, R. M. Parsons Company, where he held a series of senior management positions with resource management and administrative responsibilities in Saudi Arabia. 

After returning to the United States and completing his Master's degree, Mr. Powers rejoined the Department of Energy as the Director, Budget and Project Management Division, Office of New Production Reactors.  In June 1990, he became the Deputy Director of the Office of Business Management, a position held until the end of the Cold War and the Program was shut down. 

He then joined the newly formed Office of Field Management in February of 1994 as Director of Resource Management and Services, where he was responsible for all resource-related issues for the Department=s ten major field offices.  Mr. Powers then joined the Office of Management and Administration in October of 1999 where he established the Office of Management Operations and Support.  That Office provided direct support to the Deputy Secretary, undertook special projects, and served as the secretariat for the Field Management Council as well as the coordinator of the Department=s policy and directives processes.

Highlights of his career include: the accelerated termination of the New Production Reactor Program, including the placement of over 300 employees; serving as a Team Leader for the Strategic Alignment Initiative; conducting the Management Review which led to the April 21, 1999 restructuring of the Department around the Lead Program Secretarial Officer concept; leading the Planning Team that set up the National Nuclear Security Administration; and, serving as the Department's Coordinator for the Bush-Cheney Transition.

Mr. Powers received his Bachelor of Science degree in Business Administration, with a concentration in Finance, from California State University, Northridge in 1969.  This was followed by a Masters in Public Administration at the Kennedy School of Government at Harvard University in 1988.
