Walter S. Howes
Mr. Howes has over 20 years of experience in investment / commercial banking and venture capital. He served as President of the EBI Capital Group from 1993 to 1998. EBI is a merchant banking partnership focusing on environmental, energy, food and information technology companies. From 1990-1992 he worked with the Ministry of Industry & Finance for the Czech Government, representing that government during the first phase of their national privatization strategy. He has eleven years of experience in investment and commercial banking as Vice President for the First Boston Corporation and Citicorp, where he structured and executed all principal forms of finance, both domestic and international. He has extensive experience in project finance, energy and resource intensive industries.
Mr. Howes was appointed to the Department of Energy as the Director for the Office of Acquisition Reform and Privatization in March 1998. He served as the principal advisor to the Office of Secretary of Energy in the formulation, guidance, and implementation of the Department’s privatization and acquisition reform initiatives, representing DOE in dealings with Congress, other Federal agencies, and the private sector from 1998 to 2000. He is now the Senior Advisor on Acquisition Policy and the Director of the PMCDP. He is in the Office of Engineering and Construction Management.
He works extensively with both the US and foreign technology development labs with a focus on the commercialization of new technologies. He is a frequent speaker at gatherings on the financing and commercialization of resource intensive technologies.
He serves on numerous boards and committees, including Board member and Chair of the Corporate Committee for Duke University’s School of the Environment, Chair of EPA’s Capital Availability Committee, member of the United Nation’s Environment Program - Finance and Banking Committee, EPA’s Technology Verification Committee and others.
Mr. Howes graduated with honors from Duke University in 1979, with majors in both Chemistry and Economics. He has a Masters of Business Administration in International Finance from New York University’s Graduate School of Business.
