Phyllis Hanfling has been involved in the field of dispute resolution for almost twenty years as a mediator, arbitrator, system designer, trainer and administrator.  Since 1994, she has been the Director of the Office of Dispute Resolution for the U.S. Department of Energy, where she is responsible for increasing the understanding and implementation of ADR throughout the Department and with its contractors.

In that capacity, she designed the DOE HQ Mediation program, which was a recipient of the 2001 OPM Director's Award for Outstanding ADR Programs, and drafted the Department's ADR Policy, which emphasizes early intervention in disputes.  She works closely with program offices, contractors and National Laboratories throughout the country to resolve environmental, intellectual property, contract, whistleblower and workplace disputes through mediation, while encouraging preventive techniques such as partnering and ombuds programs.  Ms. Hanfling  has a B.A. from Queens College, an M.A. from Columbia University and a J.D. from the Washington College of Law.
