Howard G. Borgstrom - Manager, Working Capital Fund for DOE

Howard Borgstrom has been a manager in the Department of Energy for 25 years – 15 in Fossil Energy and the past 10 years in the Office of Management and Administration and the current Office of Management, Budget and Evaluation/CFO (OMBE). Previous to his service at DOE, he was a budget examiner at the Office of Management and Budget (1972-79) and an assistant to the Fairfax County Executive.  He received Presidential Meritorious Rank awards in 1990 and 1998.

He currently serves in two capacities, as Manager of the Working Capital Fund in the Office of Finance and Accounting Policy (ME-10) and as Chair of the OMBE Human Capital Board.  In this latter role, he led the development of the OMBE Strategic Workforce Plan for FY 2004 and the preparation of the FAIR Act inventory.  He has masters and doctoral degrees in public administration from the George Washington University and a BA from the College of Social Studies at Wesleyan University.
