Brent Armstrong is Technical Director (Corporate) of the Engineering and Technology Services Division of EG&G Technical Services, Inc., where his focus is on new business development, contract "capture" management, and client relationships.  He retired from the Federal Government in 2001 as a member of the Senior Executive Service (ES-04), its cadre of top managers. He was employed by DOE and its predecessor agencies, the Atomic Energy Commission and the Energy Research and Development Administration, for his entire public service career that began in 1974.  His service included tours of duty at Oak Ridge Operations Office, Office of Scientific and Technical Information, National Energy Technology Laboratory (NETL), Office of Environmental Management-Headquarters, and the Savannah River Operations Office (SR).  His career included tenures as Associate Director for Program Support and Evaluation at NETL and as Chief of Staff to the late Honorable Alvin Alm, who served as DOE Assistant Secretary for Environmental Management.  He concluded his public service as the SR Assistant Manager for Business and Logistics.  Prior to his retirement, he received the prestigious Meritorious Executive Award from President George W. Bush.  He also received two Exceptional Service Awards from DOE and The Secretary of Energy's PRIDE Award.  He is a certified professional in four areas:  con­tracting, property, environmental management, and quality improvement.  Brent has lectured extensively on contracting, human resources and property management, and the importance of professionalism, and he is the author (or co-author) of 20 articles.  His most frequent presentations include "Getting the Best Performance from Your Employees", "Thirteen Commandments to be a Successful Federal Government Contractor", and "Professionalism: Why You Need to Care".  His most recent article, which he co-authored, titled "Good Ethics is Good Business", appeared in the September 2003 issue of Contract Management (CM) magazine and again in the April 2004 issue.  The article was selected to receive NCMA's Charles J. Delaney Memorial Annual Award as the best article published in CM magazine in calendar year 2003.  In addition to the National Contract Management Association, Brent is a member of the National Property Management Association, American Society for Quality, and the National Registry of Environmental Professionals.  Brent, an NCMA Fellow, is currently serving his ninth consecutive term as a member of NCMA's National Board of Advisors, and he has received the Arthur G. Muller Outstanding Volunteer Award and National Achievement Award from the Association.  He is very active in his community as a member of both the United Way Board of Directors and the Rotary Club Board of Directors in his hometown of Morgantown, West Virginia.
