Non-Hazardous Solid Waste Disposal – DE-SO26-09001242
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
Solicitation number DE-SO26-09001242 is issued as a Request for Quotation (RFQ).
All provisions and clauses incorporated into this solicitation are in effect through Federal Acquisition Circular 2005-28, effective December 12, 2008.
The NAICS code is 562111 and the business size standard is $12.5 million.
The period of performance of this contract will be for thirty-six (36) months and may be extended for up to sixty (60) months total, if option(s) are exercised by the Government. The base period of performance for this requirement will be effective June 1, 2009.
The Department of Energy / National Energy Technology Laboratory (DOE/NETL) located at 3610 Collins Ferry Road, Morgantown, West Virginia has a requirement for the pickup and disposal of non-hazardous solid waste (trash). No recycling is included in this work. The following services are being acquired:

Non-Hazardous Solid Waste Disposal in accordance with the Statement of Work, Section B, Article 1 located in Section J of this solicitation. Please note that pricing for this item is a loaded rate and the total monthly rate charged for these services shall include the cost for pickup, disposal, maintenance, rental fee for dumpster usage, etc. |

Rental of one (1) – 40 cubic yard dumpster to be placed within a fenced, locked area provided by DOE/NETL in accordance with the Statement of Work, Section B, Article 2 located in Section J of this solicitation. |
| Item 3 |
Fee per ton to empty dumpster listed in Item 2 above on an “as called” basis. |
Clause 52.212-1, Instructions to Offerors – Commercial, and the attached addenda, apply to this acquisition.
Proposals received from Responsible Offerors designated in Section L, article L.6 entitled “Responsible Prospective Contractors,” will be evaluated in accordance with Section M, article M.2 entitled “52.212.2 – Evaluation.”
The offeror shall include a statement that the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, has been completed electronically online at http://orca.bpn.gov.
Clause 52.212-4, Contract Terms and Conditions – Commercial Items and the attached addenda, apply to this acquisition.
Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items and the following additional FAR clauses, 52.203-5; 52.203-7; 52.222-1; 52.223-14; and 52.246-25, apply to this acquisition.

The Government reserves the right not to respond to questions submitted after the seven-day period, nor to respond to questions submitted by telephone or in person at any time. If the Government elects to answer questions, they will be answered by an amendment to the solicitation, with copies of both questions and answers included in the amendment, without reference to the originating sources. All amendments will be posted on the NETL homepage.
Offers must be submitted in accordance with the requirements of the RFQ (See Section L) and be received not later than 4:00 p.m. local prevailing time on Friday, March 13, 2009.
