Site Security Services for the NETL & Albany Research Center

The electronic reading room is part of NETL’s strategy to provide information that may benefit potential offerors in preparing their proposal. The information is provided to assist the reader in gaining an enhanced understanding of the requirement.

The objective of this contract is to provide protective force personnel and management as necessary to implement the NETL protection program at the NETL facilities located in Morgantown, WV, Pittsburgh, PA, and the Albany Research Center located in Albany, OR.

The Contractor will be required to provide physical security services for the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Pittsburgh, Pennsylvania, Morgantown, West Virginia, and the Albany Research Center (ARC) located in Albany, Oregon. Physical security shall be provided 24 hours per day in Pittsburgh, Pennsylvania and Morgantown, West Virginia, and 12 hours per day, five days per week (Monday through Friday) in Albany, Oregon year round. The type of coverage will be determined according to the specific Security Condition (SECON) level DOE is under at any particular time as specified in the SECON Implementation Plan. The Contractor will be required to provide all personnel, supervision, equipment, supplies, uniforms, and accessories as necessary to perform the Security Services as defined in this Work Statement (WS), except as otherwise specified in the contract. In performing the work specified in this contract, the Contractor will be required to provide competent, trained, uniformed security officers and uniformed security supervisory personnel who meet the standards for providing private guard services in the states mentioned above.
